I have to create a little text banner that appears when the user hover an element, the banner It must be frontal to the element behind it like this:

I didn’t get if you pretend to show a text or an Tooltip when the group is hovered.
Nevertheless, you can make both !
On the the banner add a tex, and format as you pretend. Then on the layout of the text disable the option “the element is visible on the page load”, and create a conditional like this “When this banner is hovered” and select the property “this element is visible”.
Regarding the Tooltip, on the section Appearance of the text, on the bottom you have a field that it says “Tooltip text (on hover)”, you just need to fullfield with the data that you pretend (can be dynamic or static).
