How to make a group static when scrolling? (not floating group))

Hi;
I have a row container which gas 2 groups inside. One group is longer than the other. I would like one group to remain static when scroll. So when the user scrolls down it would only scroll the second group, the other one would remain static until the user scrolls to the end.
