If I want to make an app, how can I account for all the different dimensions that phones can be?
Start your canvas (app-page) at the smallest screen size possible, this is currently 320px then expand upwards. Mobile first my friend is your holy grail in Bubble.

The word you need to search on the forum is called “Responsiveness” which allows the page to shrink and grow how you would like.
