Is it possible to BLUR everything underneath header?

So it looks like the card on a photo example underneath

Any suggestions will be amazing

Keep the glass card on a popup, So you can blur the background, or select a blur image as card background

I used a photo as an example of a header, glass effect

I am not using a card anywhere, I want my header to look like the card basically (it is just an image i found on google)
