So I am build a Student related data base kind of App. Basically to store progress on students.
Will Bubble allow me to turn this app into a standalone App were all the info is stored on the device IE a Tablet or phone?

Bubble apps are web-based, meaning they are natively accessible via URL from any browser. All storage is in Bubble’s online database sign your app, so there’s currently no local database option for that. Essentially, your users would need to have internet access to use an app created on Bubble. If that’s not an issue, I recommend you looking into PWAs (Progressive Web Apps) which would allow you to have a download able version of your app for any device, so it would feel more ‘native’ to the user’s device, even though it would still be accessing the web while being used.
