Pdf display blocked in browser

I have several pdfs that I want to open in the browser for the user to see (not download).
Only one of these loads fine, the rest do not. I get this in the browser.
about:blank#blocked
If I change the name of this one pdf that does load, it no longer works either. I cant figure out what or why?
Here is how I created the download link.

I am using a 64-bit Acrobat to create the pdf files. They are not secured/locked in any way.
I clicked on the lock in front of the link and have set the permissions to allow downloads and set allow for insecure links, which it claims is a insecure link.

Noticed that the only one pdf that I can see has this in front of the link in the address bar.


Very frustrating. Just can not look at any pdfs.
Tried EDGE browser, no luck there either. the links say they are blocked and dangerous. I filled out Microsoft form about the site (which is Bubble, I assume, I am in dev mode.)
