Plugin license model per app not per account?

Are Plugins charged per app for the same user account? Can’t find documentation on this anywhere but it looks like I need to repurchase a plugin for a second app that I just upgraded to Personal. I was using additional pages my first app to do development for a second app and I guess made the mistake of adding the Plugin to the wrong app.

So just to confirm - Plugin license is per app not per account - correct? There does not appear to be a way to transfer the license - correct?

yes per app and no you cannot transfer to another app.
