Publishing to Android - erroneous call for disclosure

Hello,

I created an app, called Crain, that is an anonymous app for first responders to anonymously attend to their mental health. Because of the anonymous nature, there are no user profile pictures or other ways for users to upload images. Although there is an anonymous chat board, it’s text based without the ability to upload images.

I have been trying to public to Android, but have received the following policy warnings:

“Your app is not compliant with the User Data policy.
Your app is uploading users’ Image information without a prominent disclosure.”

The app is created in Bubble and wrapped by BRK.

I have filed an appeal explaining that I’m not allowing users to upload images, so there should be no reason for disclosure, but that has taken over three weeks without resolution and I fear that I could be in an endless loop waiting for a resolution.

I have also reached out to BRK to see if it could be because of something on their end, but haven’t received a response.

Has anyone seen this issue before? Any ideas how to resolve it? It’s holding me back from a significant contract.
