This entry in the full reference https://bubble.io/reference#Actions.SignUp.send_confirm_email says “you can customize the content of this [sign up confirmation] email in the settings tab.”
Well, it turns out you can, but it’s buried even deeper than that and not at all intuitive.
Go to settings > languages > Email confirmation subject and Email confirmation body
