Is there a way to test the application’s behavior when geolocation is blocked? I want to display a message if a user has declined sharing their location.

Will depend on your browser.
In Chrome, you can right click in the right hand side of the Browser bar on the geo target icon.
Reset the permissions, refuse, then reset again.
