Url encoded not functioning while sending arbitrary text into URL

Hello everyone, my URL encoded is not working. Here are the steps I did:

Basically you can see that instead of * for spaces its still giving me that 2b% whatever that is. Anyone knows a fix to this or did I do something wrong?
