Allow "Schedule API workflow on a list" to run for Hobby plans in test-only mode

Hello,

I’d like to suggest that people on the basic/free plan are allowed to use the “Schedule API workflow on a list” but only in test-mode.

This will achieve the same effect as it’s doing now (encouraging people on the free plan to upgrade to use it) but will also allow them to try it out before committing, which is a nice benefit over similar platforms.
