Can We Not Place A JS Inside A HTML Element?

I’m trying to get google adwords conversion tracking working properly.

Can we not place the JS inside a HIDDEN HTML element and show it using an action when we want the conversion triggered by Google Adwords?

Or do we need to use the “toolbox plugin”?
