I need some suggestion on creating vod website.I am newbie to the industry. Should I hire dedicated developer to build my vod or Choose pre-built platform (like VPlayed, Muvi) that you can customize and launch without much coding.

I use Vimeo for my video storage and uploads. I even upload them directly from Bubble using their API. 
It works for my eLearning Hub. Not sure if this will work well for your use-case.
