Daisy-Chain of Scheduled Workflow - Who's The Authenticated User?

I am setting off one scheduled API workflow, that schedules another API workflow in a daisy chain.

The first API workflow triggers OK and runs, but the second one seems to fail out due to a privacy issue it appears, but I don’t understand why one works and one doesn’t work when the same privacy setting/rule would/should apply.

When you daisy chain 2 internal scheduled API workflows, do both run in the context of the user who ran it?

And if there was NO USER that was logged in when they run the workflow, what happens? The privacy rules apply for ‘Everyone else’ throughout the entire daisy chain?
