Dropdown with advanced filter

I have a dropdown that contains a list of skills.
I want to exclude any of the skills that are present in a repeating group list.

If feel like this should be straight forward, but it doesn’t seem to work for me.
NB: in my expression “E-Skills” contain a list of “C-Skill (title)”

Am I missing something in my expression?

Do you need to use a filter for this? Can’t you just exclude the items from the RG list? (using :minus list)…
