How do I trigger a workflow when a custom state changes?

As the title says, how do I trigger a workflow (or do a database search) every time a state changes to something else?

This is a very simple, yet powerful thing that Bubble doesn’t seem to have.

If I understand you correctly, all you need to do is in the workflow backend, after you create the set state action, you simply then create a workflow action that follows that
