How to run an API workflow on a list of users?

I have a list of user emails in a multiline input.
I want to unsubscribe users (using an API workflow or otherwise) based on this list.

BUT I can’t seem to search for a list of users.
ALL i can do is search for a single user.
Any ideas?

I’m trying another method - creating a custom workflow that runs on all users but ONLY WHEN the user’s email IS IN my list of emails to deactivate.

But somehow “is in” is NOT available, while “is not in” is available.
The inconsistency here is really puzzling…
