How To Set "When Input Value Is Not Empty Do X" Action?

Is it possible to set an action to occur when an input is empty vs. not empty?

When an input is “changed” is well understood, but when you modify the input using a state via another element/button for example, it doesn’t trigger the workflow that I want to occur when the input contains something or not.
