I enabled the starter plan but when I got to enable the enable workflow api and backend workflows (system/API screen) the checkbox for enabling the backend workflow is missing. I tried in two different browsers and could not get the checkbox to appear.

Yes you are right, I was looking at a tutorial and the checkbox was towards the left very close to the text. On my screen the checkboxes are all the way on the right and I had to scroll to see them. My mistake, sorry for the trouble and thx for the help.
