RG content showing through floating group (FG inside RE)

I have a floating group in a RE, but certain elements are showing through the floating group. The content in the repeating group in the table is showing through. I can’t figure out why this is happening. At first I thought it was just the menufocus botton, but it’s all of the repeating group data.

How can I ensure the floating group appears above everything on the page?
