Search Database for a specific date

I trying to create a simple report, that is proving to be not so simple (at least for me). The first is search is how many users were created in a period of time (e.g. April) that was easy. I don’t need help with that question.

The next search I want to know is how many existing users I had on a certain date (e.g. April 1st, I had 15 existing users).

Thank you!

This finds all users who where created on or before a date.
