Is it possible to create a function that takes data from an excel file that the user uploads and from that data creates the elements in the database?
Yes
Simply download the file (Save as) as a .CSV file.
Then use the 1T CSV Uploader plugin in your Bubble app to upload the file and create a list of things as demonstrated there by Eli.

Make sure to add a Bubble uploader input and use that to set the value of the box in the plugin called dynamic link
