Is it possible to deploy premium plugins in the development environment for testing prior to purchase? And then require purchase to deploy to a live app? Sometimes the documentation is not clear on whether the plugin can fit the specific use case or there may be blocking bugs, so it would be great to validate it before making the purchase.

Some plugins provide for a monthly subscription that people subscribe to test, and then if it is a good fit they pay the one time fee
Remember that subscription fees are prorata temporis, meaning that if you install a plugin, keep it for one day then unsubscribe at the end of the day, the amount paid is 1/30th of the monthly subscription fee.

You could always reach out to the owner. Id let anyone (within reason) try out a plugin for a few days before buying it.
