Text overlay an image backgroud opacity on image hover

I’m embarrassed to ask for help on such a simple task but its doing my noodle in…i’ve exhausted every avenue in the forum posts and forum apps to no avail.
The flickering issue…
An image which when hovered shows a text overlay …similar to the mouse-over effect in the bubble templates section. When i mouse over i get a flickering effect. If any bubblies could take a quick peek it would be much appreciated

Hello!

I solved this issue by creating a second condition on the element you want to display when other is hovered, that condition should be: When “element” is hovered and the property: This element is visible (checked).
