This email shouldn't be sent in regard to privacy settings

I’m testing a workflow that sends an email to another user, I tested it in the 2 privacy conditions in which the user is allowed to see the other user’s email or not.

one of the 2 emails shouldn’t be sent, but they both sent…
the strange thing is what I see in the debugger in the 2 cases:

is it a bug?

We’d need a link to the app to see if there is something wrong or not.
