Is there any advantage to one or the other?
The link element exposes the URL to the user when hovered; whereas, a navigation workflow keeps it hidden.
The link element also enables a User to right-click and select ‘open in new tab’, which you can’t do with elements that use a workflow navigation.
Links are the native way to move from one page another, and are slightly faster. But as soon as you want more actions in the workflow then the action is a good way.
