Can I reference any parameters of my custom plugin inside its API calls?

As you know parameters you define inside a custom plugin have a (dev) variant of them.
I want to be able to access these inside API calls that I’m defining for my plugin, so the plugin would more intelligently route request to the appropriate endpoint depending on the environment
