Again, I’m not sure why you think this change will cost you in WU (it won’t)…
But to answer you question, just create a custom state list somewhere (i.e. on the dropdown itself, or on the page), called something like ‘Empty Choices’, of the same type as the drop-down, and use that custom state value as the default choices source.
