If you upgrade a free Hobby (legacy) account, do you lose it?

If I’m on a legacy Hobby pan & I upgrade.
Does that account keep the legacy Hobby plan if I were to downgrade?

The short answer is no. You would only be able to downgrade that app to the Free plan.
