Not able to find Element Conditions in Conditional Tab of group

I am trying to make the dashboard responsive by using the condition " when page width is less than" . However, i do not see the element conditions in the conditional tab.
I am a beginner so pls forgive if what is confusing, trying to explain it the best i can.

looking for the “element isnt clickable” button.
