I am seeing if there is a out of the box plugin/software that when transactions are by made by a user a service fee is added automatically?

Yes!

Explore their service for marketplaces called “Connect”

Bubble has a very robust Stripe plugin, as well as, an api connector plugin to connect to Stripe to enable multiple payment arrangements … app fees, payouts to sellers, etc
