How do I make it so that this line essentially stays in the same sort of position on the page towards the bottom regardless of page size? Ie its the area above this line that adjusts to page height changes, not the area below. Currently, when I go full screen this green line moves up and in left with too much space below it.

Ae you using a floating group?
Not currently. I gave it a quick go and it looks like using a floating group would do the trick in terms of keeping the line towards the bottom. However, does this mean that all the pages content (below header and above footer) needs to be in a floating group too to allow it to fill the space left by moving the footer line down?
Note: Horizontally ive got the responsiveness sorted. Just having difficulty in the vertical
You put what you want to float from bottom in a floating group. You can use a reusable element if you want to put it on all page
