Worload dev vs live

Hello guys,

When I am on a starter plan, do you know it the development WU are billed too? As for now, I have used 40 000 WU for live and 20 000 WU for dev, but my plan shows me a consumption of 40 000WU. It does not include the dev WU ?

Yes, Dev WU are billed as well as live (but you get credit of 100k free WU per month for development).
